中共中央批转总政治部《关于肖劲光同志问题的复查报告》。中共中央在该文件中决定撤销一九七三年中央十号文件，认为1972到1973的海军“四·五”会议是错误的。中共中央在批语中说，肖劲光同志是受林彪、“四人帮”打击迫害的，所谓“上贼船”问题完全是张春桥蓄意制造的一桩冤案，应当予以彻底平反。
