1975年12月20日，中共中央转发了一份《外交通报》，即张春桥向阿尔巴尼亚人士介绍当前“教育革命大辩论”的谈话。张春桥说，“现在争论的头一个问题是对文化大革命以前十七年的教育怎样估计。"这十七年是“资产阶级专了我们的政”，“但是，有人说，这十七年很好，那个时候倒是马列主义的，相反，文化大革命以来，学校反而不好了，教育质量降低了，在课堂上课少了，大学生不如以前中学生读书多。"
