各省、市、自治区党委或党的核心小组，各大军区，各省军区、各野战军党委，军委各总部和各军、兵种党委，党中央和国务院各部、委领导小组或党的核心小组：

现将《毛主席会见美国友好人士斯诺谈话纪要》发给你们。此件请印发党的基层党支部，口头传达至全体党员，并认真组织学习，正确领会主席谈话精神。

斯诺访华后，陆续在外国报刊上发表了一些文章，谈及毛主席同他谈话的情况。新华社编印的《参考消息》将陆续转载斯诺的文章。请在阅读斯诺的文章时注意，以毛主席的谈话为准。如非党干部和群众据此提出问题时，亦请以毛主席的谈话为准予以回答和解释。

党内外的反映，请汇集后报告中央。
