1971年1月24日，周恩来根据毛泽东的指示，在华北会议上讲话，宣布了中共中央的决定：李德生任北京军区司令员，谢富治任北京军区第一政委，纪登奎任第二政委；谢富治任北京军区党委第一书记，李德生任第二书记，纪登奎任第三书记。
