西安市委、各地委、县（市）委、省委各部委、各办公室，各党组、党委，并报西北局：

十月十二日省委常委会决定：凡是有关陕西党组织历史的文章、回忆录、小说、戏剧、电影、歌曲和展览等，不经省委批准，一律不得发表、出版、演出、广播和展出。
