中共中央关于一九六一年以前贪污盗窃和退赃问题给华北局的批复

十一月二日函悉。

同意你们的意见，即：在一九六一年以前有贪污盗窃行为，但为数不大，而以后又没有再犯的，只要不是为首分子，在主动坦白交代后，如本人主动退回赃款、赃物，可以收缴起来，如本人不主动退回赃款、赃物，也不追、不逼，但对赃款、赃物应登记起来，以观后效。
