解放军总政治部发出《关於执行中央5月16日通知的通知》。《通知》规定：文化革命运动要在全军各级党委的领导下进行，“着重抓好宣传、文化、报刊、院校、出版、科研部门的文化革命”；在连队和一般机关干部中，着重进行正面教育；点名批判都要经过党委批准。
