中共中央批准高等教育部《关于改进1966年高等学校招生工作的请示报告》。《报告》提出，招收新生工作下放到各大区或省市自治区办理。继续采取推荐与考试相结合的办法，招收经过三大革命运动锻炼的，具有高中毕业文化程度的工农青年等入学。文科取消分数分段录取。同时，还对坚持阶级路线、保证重点学校招生质量、考试办法等作了规定。7月24日，这一报告被决定停止执行。
