中共中央转发解放军总政治部《关于部队开展社会主义文化大革命几项措施的请示报告》。中共中央在转发批语中指出：“部队在任何情况下，都要保持高度的戒备和集中统一。”《请示报告》的主要内容有：在连队和师以下的战斗部队中，着重进行正面教育；各大单位党委要着重抓好宣传、文化、报刊、院校、出版、科研部门的文化革命，进行思想上和组织上的整顿；凡是确定要夺权的军以上机关的个别单位，须经上级党委批准；军队一律不准上街游行，一般不参加地方的批判大会、声讨大会；总政设立全军文化革命小组及文化革命办公室。
