中共中央、国务院、中央军委重申北京卫戍部队和民兵武装指挥权的规定

近来，发现首都地区有些单位或个人，在文化大革命运动过程中，擅自指挥调动卫戍部队和民兵武装。这种做法，极易造成混乱，有碍首都治安。

为了确保首都安全和首都地区文化大革命运动的发展，特重申，北京卫戍部队和民兵武装的指挥权，必须集中于首都工作组。卫戍部队和民兵武装的任务部署和指挥使用，都必须经首都工作组根据中央的指示作出决定，由北京卫戍区具体组织实施。

以上仰即教育所属严格遵行。
