1966年7月6日，中共中央批转中共北京市委《关於当前文化革命运动中几个问题的报告》和中共中央华东局《关於文化大革命情况的报告》。此后还批转了其他中央局关於“文化大革命”的报告。有的报告给一些文化教育部门的负责人加上了“反党反社会主义”的帽子。
