各军区、各军种、兵种、各院校、各总部：

近来发现有的密码电报和秘密文件，被印成传单，广泛散发张贴，对保卫国家机密极为不利。各单位应对所属人员和革命群众组织，加强保密教育，严格杜绝这种事件。
