你省一九六二年以前返回原籍的支援宁夏建设青壮年，既然已在原籍重新安家落户多年，不能再称为支边青年。中共中央、国务院二月十七日的紧急通告和通知，对他们是不适用的。他们应当安心在浙江就地抓革命，促生产。对宁夏过去安置工作有意见，也不要派代表去造反，可以写信或寄大字报进行揭发批判。凡有要求重返宁夏的人，应当大力劝阻，已经去了的，应当协助宁夏动员回来。
