武汉军区党委并武汉军区空司党委：

周、谢、王、李四同志回京后面报一切。中央考虑到“百万雄师”派代表来京事，一时不易谈成，而武汉局面又急需稳定，拟先约军区和有关方面同志来京一商，请陈再道、钟汉华、傅传作、刘丰、吴世安、周志刚、赵兰田、温锡、张绪、牛怀龙、蔡炳臣、巴方廷12位同志于二十三或二十四日来京。中央已令空军派机往接，何时动身，望告。
