对上海市革委会的指示

一、这次双方都有经验，这股风不会刮得很大，我们要遵守“八条”，解放军得遵守“十条”。

二、解放十几年来，我们脱离群众是很厉害的。青联、妇联、团中央都是空架子。我们的要求是不脱产，既当官，又当老百姓。假如不当老百姓，有什么办法呢？一个月里当一个星期的官，三个星期的老百姓。假如不当老百姓，工人运动的领袖，这样下去就可能变。这个是大方向问题。办法是否好，同志们可以提出来。
