《批转中央西北局<关于开展无产阶级文化大革命的意见和部署>》：

对于大学生中的反党反社会主义分子，一定要把他们揪出来，打击面应控制在百分之一以内，高中应届毕业生中，只打击个别最坏的，高中二年级以下和初中学生，一律不进行批判斗争。

对于一些问题严重，一时弄不清楚的，可以举办集训班，进行审查批判。
