周恩来对温州问题的指示

周恩来

总理于八月十三日在南京对温州做如下指示：

指示大意：

一、中央军委已经对温州问题定了性质，是反革命武装叛乱，但其中有受蒙蔽的群众参加。

二、中央同意派飞机去散发传单，展开强大的政治攻势。并马上给温州运送粮食、医药等急需用品。
