八月廿日，就南京运动中出现的问题，海军党委给南京海军学院革命造反总部、军械学校红联总部和革联发了电话指示，全文如下：

南京海军学院革命造反总部、军械学校红联总部和革联：据我们所知，南京军区许世友同志虽然在文化大革命中犯有这样那样的缺点和错误，你们可以批判，但他与武汉陈再道比较有根本区别。因此，对许世友同志不能采取打倒的方针。同时，南京八·二七组织是一个革命组织，对他们不能采取压倒，压垮的方针。建议你们冷静考虑我们的意见，并希望你们纠正不符合这个方针的一切做法。你们可能一时不理解，我们相信你们将来会逐渐理解的。
