周恩来对驻开封部队的电话指示

把九月五日的命令，读给他们听，劝说他们一定要坚决执行。这是毛主席的最新的最高指示。不准夺枪，不准抢劫火车，这样作是不对的。

可以告诉他们，双方派代表，组织双方谈判。把武器封存起来，不要再继续武斗了。如果开封谈不成，可以派一定的代表到郑州。如果郑州解决不了，可以到北京。应当就地停止武斗，就地谈判。总之，不要再在那里搞紧张局势，不要再继续武斗。要他们坚决执行命令，维护命令，执行最高指示。作耐心艰苦的工作，坚决贯彻“九·五命令”。如果发生情况，及时向我们报告。
