总理办公室联络员王同志传达总理指示：

各群众组织随便抓人是不对的。用抢、骗、打的办法抓人更是不对的。以后不准这样干。再这样干要犯大错误。那就是要考虑你这个组织的性质。你们现在抓的人都要放回原单位。
