叶剑英传达毛主席的指示

一、我认为十三个军区不要同时搞，要有前有后。

二、地方文化大革命正在猛烈开展，夺权斗争还在激烈进行，我们军队要支持革命左派进行斗争，因此军队和地方文化大革命要差开。

三、现在国际上帝、修、反正利用我们文化大革命继续大搞反华活动。如苏联在镇压学生，新疆边境飞机活动增多了。地面部队要有所警惕，要有所准备。如济南、南京、福州、广州、昆明等地区。所以文化大革命时间要稍推一下。将来一定要搞的，顾大局。
