总理：

我们建议把叶飞、谭启龙、江渭清、杨尚奎、刘俊秀等同志调到北京来，一方面可以打通思想，另方面也可使他们身体得到休息。

震林、陈毅

总理：

建议把下列同志调来北京，如张平化、张体学、韦国清、霍士廉、陈丕显、刘子厚。一方面可以打通思想，一方面使之休息一下。
