周恩来对驻合肥的第十二军军长李德生的电话指示

（李德生报告：一群人大闹军管会半个多月，冲砸军部，打伤军首长。部队劝说无效。怎么办？）

以电话告李军长，先进行政治工作；不听，宣布“九五”命令，进行分化，要他们交出祸首、凶手；再不听，待其直接行凶，当场将凶手逮捕。对胁从者晓以大义，宣布一律不究，但如再犯，仍将当场逮捕凶手、祸首。
