七月二十五日凌晨，戚本禹同志对章伯森、梁春阳、华国锋指示：

江西、湖北的情况，你们要研究一下，湖南造反派受压制，中央是知道的，中央同情你们，支持你们，你们不要走错一步棋，走错以后，就不好办了，事情不要做得过火，过火就错了。四十七军是支左部队，造反派围医学院，四十七军有不同看法，你们要尊重他们的意见，要保证交通（包括铁路、公路、航运）不要出问题，双方要停止武斗。
