各省、市委、自治区党委：

（一）各学校机关出大字报和学生举行辩论会控诉会等新闻一律不要在报纸上发表，以免影响到中等学校和工厂。

（二）凡出大字报的学校机关应宣布一律不准贴到门外和街上，以免妨碍社会秩序。
