党委负责制今天实行还不成熟

党委负责制将来是可以实行的，但今天这种条件还不成熟，有困难，原因是：第一、外行不能领导内行；第二、易产生以党代政个人有职无权不好进行工作。因此目前的办法：应该在党委和行政之上建立一个“核心领导”，由行政方面负责人和党委组成，并考虑民主党派参加……
