中共中央关于逮捕、拘留和死刑批准权问题给广东省委的批复

广东省委并中南局：

六月十四日、六月十六日两电均已收悉。现在广东抓紧对现行的反革命分子给一次打击，是完全必要的。但是，在目前这种情况下，须特别注意区别两类矛盾，分清是非和敌我的界限。为了对现行反革命和其他破坏分子及时捕办，在必要的地区，可以酌量把拘留权下放一个短时期，但要保证打得又准又狠。捕人和判处死刑的批准权，仍应严格掌握，不宜下放。公开宣判的案件，可以广泛进行口头宣传，现在不要在报纸上进行宣传。
