中共中央关于国家向农村补销粮食转作县积谷办法给湖南省委的批复

湖南省委并中南局：

三月三日电悉。关于国家向农村补销粮食，用借销方式转作县的积谷的办法，中央同意你们选择几个县或一个专署地区试办。在试办的时候要注意两点：（一）在收回借谷的时候，要实事求是，能收的要收，不能收的，允许继续借。（二）必须先用公社的、生产大队的、生产队的机动粮调剂缺粮户，不足的部分，再向国家借。借粮还粮，借集体的归集体，借国家的归县作为国家积谷。
