中央关于学习周恩来同志政府工作报告的通知

各中央局，各省、市、自治区党委，中央各部委，国家机关和人民团体各党委、党组，军委总政：

现将周恩来同志在第三届全国人民代表大会第一次会议上的政府工作报告全文和贺龙、罗瑞卿同志的两篇发言发去，请发至党内县团级以上干部阅读和学习。

关于第三届全国人民代表大会第一次会议的对外宣传口径，应一律以公开发表过的周恩来总理政府工作报告（摘要）和大会决议及人民日报有关社论为准。传达的方法，可由各省、市、自治区党委自己规定。
