各省、市委、自治区党委：

在全国农村中，正开始进行一场社会主义教育的大辩论。各地报纸、刊物、广播电台等宣传机关对于农村这个运动的报导，应着重于好的经验的介绍，正面道理的宣传（包括对于资本主义思想的驳斥）。在反映农村反社会主义的言论和行动时，要恰如其分，不要使人感到黑漆一团。省市委、地委、县委必须注意对于报刊电台这方面宣传工作的掌握和领导。
