乔木同志关于推广小球藻、叶蛋白、人造肉精、橡子淀粉等粮食代用品的生产的建议很好。现在把主席的批语、乔木同志给主席的信和他推荐的六篇材料发给你们。各中央局、各省、市、自治区党委和中央各部党组都应按照主席的指示，对这个问题认真地加以研究、试办，提倡和大力推广。中央要求全国各级党委都应设立专门小组，由书记挂帅来负责办理这件事，同时采取切实的措施，争取时间迅速做好安排。
