各部的措施和资金，总投资，怎么样?着重1958年。

各部思想整风怎么样，(以红带专)

大权统一于中央是否可行?

有多少人关于1953年的决定草案?有无可能，什么时候做出一个正式决定?

第三次党大会(1959)，是否可行?

可否宣传集体决定了方针?似乎有两派，态度各一。

党、政、军、民、学五方面都如此。
