看起来，以大工厂、以街道、以机关学校三种为中心，而又有各种所有制（国有制，社有集体制，社以下集体所有制）同时存在于一个公社内，是不可避免的，也是很好的。

……慢慢挂上公社牌子则是可以的。除这五个大城市外，其他一切城市则应一律挂牌子，以一新耳目，振奋人心。

最好有一位书记专管城市人民公社。中央希望今年上半年全国城市普遍试点，取得经验，下半年普遍推广。各城市应派一位书记率领几个干部到哈尔滨、天津、郑州等处去参观那里的人民公社。
