在上海会议上的讲话

把质量提高到第一位，恐怕到时候了。五八、五九年讲数量，今年要讲质量。规格、品种，过去就是没人管，不安排，十年不安排。你九年不安排，第十年安排也好，可是直到今天为止，还不安排。有什么办法呢？是不是专门搞个缺门部，叫拾遗补缺部。

日本、德国的钢并不多，但品种全。我们的钢，都要顶用的，要品种全，普通钢之外，要有各种特殊钢。

要着重搞规格、品种、质量。品种、质量放在第一位，数量放在第二位。
