六月六日电悉。我们同意你们关于退还工商业者在高潮中增资范围划分的意见，即：不仅对资本主义工商业者在高潮中对公私合营企业的增资应主动退还，而且对小业主、小商贩、个体劳动者在高潮中对企业的增资也应坚决全部退还，不论本人生活困难或不困难，都应主动退还。只有个别工商业者在我们明确告以退还增资的政策后，仍然坚持要求不退还的，经主管业务部门审核批准，公私合营企业或专业公司才可以接受他们要求。这一工作，请根据中央六月四日关于退还工商业者在高潮中增资问题的补充指示，督促各地认真贯彻。
