中央对商业部党组关于向全国人民提出节约救灾口号的报告的复示

商业部党组：

九月十一日报告悉。今年个别省区的灾害是严重的，但还不宜在全国提出节约救灾的号召。在报纸、杂志的宣传中，除了应该注意改善人民生活以外，应该同时解释改善人民生活必须根据目前的可能条件。在相当长的时间内，我国人民需要艰苦奋斗，集中人力物力于国家的经济建设。
