南方各游击区应执行减租减息的社会政策及合理负担的财政政策，以便联合及中立一切可能的社会力量，争取游击战争胜利；不应当过早实行分配土地的政策，致使自己陷于孤立。你们报告很少提到政策及策略问题，可见你们对于政策及策略的意义尚欠深刻了解。各游击区执行政策情形如何，望告。
