中共中央关于救济失业工人给中南局的批复

中南局并告西南局、西北局、华东[南]分局、东北局、华北局：

你们四月十六日来电关于救济武汉失业工人的计划收到。中央已经决定在全国各大城市统一地办理失业工人的救济，现正由中央劳动部起草办法中，在中央办法未颁布以前，如果你们有必要可以实行临时救济，而不要宣布长期的失业工人救济计划。现将中央给上海市委的电报发给你们，望你们在必要的情况下参照办理。
