兹将中南局四月二十日关于减租总结转发给你们，请你们加以研究，特别是关于“有许多民主人士说我们说话不算话，上边的规定下边可以任意改变，这种状况必须纠正”。“由于战争已经结束，乡村改革一点已引起人们突出的注意，关起门来办事的时期已经过去了，由我们自己发表，而由各民主党团举手赞成的一切政策，我们自己必须首先坚持执行”。这些观点是完全正确的，务望各地同志注意。
