临洮县代会的缺点

聂一月一日致中央电如下：

临洮县代表会议亥支开幕，共开四天。这次会议收获主要是传达了政策，但有很大缺点，代表成分复杂；百分之七十是知识分子，工农仅占百分之二十，其他成分百分之十。原因是，干部思想上重视知识分子，看不起工农。发现后，虽增聘请了些农民、工人，但仍占少数。县长工作报告后，代表们主要追问财政问题，对剿匪、反恶霸、生产等问题不闻不问。会上所通过的提案，百分之八十是文教，知识分子代表认为“有文化才能吃上饭，何必管生产”。因此，对剿匪、反恶霸、恢复生产等问题讨论得不深入。值得今后注意。
