中财委：农业收入按土地常年应产量计算

政务院颁布的新解放区夏征公粮的决定第四条所称农业收入是按土地的常年应产量而言，不是按实产量说的，因为我们解放区特别新解放区土地统计产量计算是很难做到真确，因此负担只能按常年产量估征（如遇灾荒，也只能按灾荒情况大体估计来扣除），不能一下要求完全做到合理的程度。平衡负担是我们努力奋斗的目标，这要经过发动群众进行土改，好多次深入，普遍勘测土地，调查评定产量，才能达到，但不是今天所能做得到的。这点要向各省同志讲清楚。
