中央组织部、统战部关于党内外干部审查、分配问题的规定

一、党的干部由党委组织部负责。

二、一般党外干部由政府人事部门负责。

三、各民主党派干部、民主人士及旧社会上层人物（如开明士绅、学者等）的审查分配，则由各级统战部（无统战部门之地区由党委指定专人）提出意见与政府党组商量后交人事部门处理，或对政府党组征求统战部意见后交人事部门处理。

对上述人员的任用向上级请示与向下级答覆，均用党委名义。党内得到批准后，再由政府以正式手续任命。
