中共中央转发华东局关于起草惩治不法地主暂行办法的通知

现将华东局八月十六日电转发给你们，望你们亦规定一个禁止破坏的法令。

各地近来发现地主违犯土改法令，进行赠送契约，分散土地，拆卖房屋，砍伐山林，宰杀耕畜，破坏农具，转移粮食，贿赂干部等破坏活动。对于这些不法地主，应依据土改法所规定原则分别情节予以惩治。苏南所提建议经我们研究后，决定先由各省区党委并山东分局各起草一个惩治不法地主暂行办法草案，此项草案内容应简单，条项不要过多，八条或十条即可，盼于十日内拟好电告，以便汇集整理。
