中央内务部关于教会传教问题的指示

耶苏教会在教堂内传教不可加以干涉，但如以布道、办道为名，四出活动或散发传单等，则可能引起不信仰宗教人民或不信仰该宗教的教派的反对，致造成宗教与反宗教的或教派间的纠纷，故应加以劝说和阻止，及本宗教信仰自由的原则，教派之间争议在不影响社会秩序的情形下可以不过问，但如影响社会秩序，则应加以干涉或制止。至成立分会应经当地人民政府批准备案，望依上述原则适当处理。
