十二月三十日电悉。华南分局关于地主兼营商业的债务纠纷处理办法，中央并未见到。中央同意你们十二月三十日关于这一问题复华南分局电所提的意见。

（一九五O年十二月三十日）

分局报中央：

复兴梅关于地主兼营商业债务纠粉[纷]处理办法悉 。同意你们所提的处理原则，但农民向商店赊借糖油等项货物，应视为买卖关系，即便利息过高也不要废除，只有地主通过商店，乘农民困难向其贷款贷粮、谋取高利者，才可当做债务关系，加以废除。其贷货给农民作商业贩卖的资本及买卖欠帐皆系原约处理。以上处理，请中央指示后执行。
