中共中央关于动员中上级知识分子参加土改给华东局的批复

华东局：

十月八日电悉。同意动员中上级知识分子参加土改。参加土改人员开支，除机关干部和民主人士费用同意你们所提意见外，学校教职员参加土改费用，应由各校自筹解决。为节约起见，学生一般可不参加土改，将来由参加土改的教职员向他们作转达报告。
