1月2日电悉。同意你们关于对大贪污犯逮捕权和判决权的意见。 各地均可照此办理。 但在一个月内只应大张旗鼓，雷历风行的发动群众检举， 揭发贪污案件，并进行审讯而不必忙于处决。 各地如有要杀几个贪污犯才有利于发动群众也可以杀几个。 中央拟议在2月份内全国各地同时宣布杀一批， 判处徒刑（劳动改造）一批， 这样对根绝贪污力量更大。
