中央批转薄一波关于上海五反运动中几个政策问题的报告（节录）

…… 违法资本家补税退财将是五反运动中最后体现党对资产阶级的政策问题，须慎重处理。一，二两个战役重点户二千一百七十四户须退补三万四千亿元，中小户六万户须退补金额将达十万亿元（不包括罚没）这也许可能算过火些，但打个七折乃是七万亿元。上海私人资本总值包括动产与不动产在内，约为五十万亿元。一九五一年的盈利是八万亿元，除去所得税及抗美援朝捐献则是　五万亿元，很明显这样一个大的数目，资本家是一下拿不出来的，…… 　大体按照二二六的比例解决是适当的：即现款偿付百分之二十左右，退而不出转为公股实行公私合营或公股私营百分之二十左右；其余百分之六十左右则记账分期偿还。……
