中共中央转发山东昌潍地委关于“三反”以来干部强迫命令作风滋长报告及华东局批语的指示

各中央局、分局转省、市、区党委：

兹将山东昌潍地委关于“三反”以来干部中强迫命令作风普遍滋长的报告及华东局对该报告的批语，一并转发。望你们亦加以检查，切实纠正这种现象。但须注意在纠正时不要只用简单命令的方式，而应从多方面采取有效办法，首先是正确地总结“三反”运动中领导方法的经验，以及在平日工作中经常不断地注意克服。

至于最近这一时期中确因犯有严重强迫命令作风以致逼死人命者，处理时必须十分慎重。一方面，应照顾到群众影响，采取必要措置，挽回党和政府在人民中因此事所招致的政治损失；另方面，对犯错误者除其中系别有用心的异己分子或一贯恶劣分子应予严惩外，其余得视情节轻重作适当处理，并须着重于教育和批判的工作。
