中共中央关于地租租额问题给东北局的批复

东北局：

4月21日电悉，同意由东北行政委员会发出内部通知，改变过去统一地租租额的硬性规定，但要防止由此而可能引起的下面普遍提高地租。因为除投资和公粮外，“二八分租”，在有些地区是偏低的；而在另一些地多人少的地区则不算很低了。此点望在通知中说清楚，要各地根据具体情况去加以研究和执行。
